The report says the proposal would establish a framework for non-geostationary satellite operators to receive certain direct-to-satellite Bluetooth Low Energy and Wi-Fi signals using unlicensed spectrum, rather than relying solely on licensed mobile-satellite or cellular arrangements.
For radio operators, the important part is not a new amateur allocation: it is the spectrum-coordination question. SatNews reports that the proposal considers limits intended to protect existing terrestrial Wi-Fi and Bluetooth use, including power-flux-density controls and satellite beam-steering requirements. As with other spectrum-policy proceedings, the technical details and eventual public comments will matter.
